This proposal for a landmark gallery to house works by JMW Turner, took
its inspiration from the form of the cliffs, now gone, that had provided such
a satisfying termination to the bay in Turner's time.
By day, it would be a
dramatic glazed promenade with an ever-changing play of light reflected
from the sea below, and by night a shimmering skin, a beacon
across the bay.
